Illinois in particular is strapped for cash and will give you a good deal. Did you know Illinois is number one in the US by Muslim population per capita? We have plenty of water here, it'll cost you half what you're paying your other guy. Plus Chicago is a wonderful shipping hub, you can get anything anywhere several different ways. We'll even get you some cheap labor, work permits for Central Americans and whatnot. Mexicans Guatemalans Hondurans and Nicaraguans can help you grow what you need in Illinois. Check out the rest of the Midwest too, you won't have to worry about desert dwellers in three different states playing tug of war with the water supply.
