Cathy, it's an enlightening discussion from both. Based on what was said, it seems the breakdown can be summed up with the agribusiness bottlenecks.. The products in algriculture in most cases have decay time, and therefore transportation (timing/assets), and storage facilities seem to be the core of the issue.
A farmer will only produce what he can sell, and what he can sell is contingent on how quickly he can send to wholesalers in fresh condition. That would also be true for the wholesaler who has to turn this merchandise in fresh condition to the market which may or may not require refrigeration.
Products like rice, copra may need storage houses in individual farm (or at least in a barangay level storage house). A farmer once again will only produce what he can sell to the wholesaler. If the wholesaler cannot buy it fast enough, the farmers' excesses may run the risk of product damage due to rain/exposure.
Along this chain, from farmer to consumer (foriegn consumer, if exported) bottlenecks should be identified and addressed (train, truck, storage, material handling equipment [fork lifts], ports, ships).
When you reach the point of maximum outputs in farming, having addressed transportation and storage issue, the next one that would need addressing is, how to increase farming productivity. The glaring issues can be found are in mechanization, irrigation, and perhaps fertilization. These usually require setting up cooperatives with equipment sharing, plus perhaps government assistance through low interest loans or grants; if the farm is big enough, perhaps applying to the Philippine Stocks Exchange for IPO to access private investors. This PSE IPO application applies also to those farmers who may be interested in processing food, canning, packaging for their finished product. The government department of algriculture should offer advice on how to get technical help locally or abroad for engineering and purchase of factory equipment. The proper design and purchase of equipment can make or break their new business. One thing to keep in mind is to insist from the equipment vendor an actual demonstration run of your product, witnessed by you or your representative. This may entail having to visit their site, or sending the equipment to your own site if possible. -
Agriculture is the ONLY key to PH progress.
