Solar systems rival air in cost. The maintainance is also higher as I heard.
Burning plastic is one of cheapest on budget, though overall value may indeed be lesser as per the pollution -
Build a solar umbrella that moves to stay in place above a portion of Japan sending power down to a node then again the usa probably would not allow this as it could also be used as quite the weapon.
