why dont they hand out licenses to the owners of the fields that makes it legal to grow? the government could control what they do and buy the raw opium from the farmers to refine it to morphine, codein and others, which they then could sell to hospitals all over the country or if the production is well going, even selling it to other nations since they need morphium as well

You can't remove supply from something that has demand, that just raises the price and makes the market more volatile in terms of gang warfare. If they really wanted people to stop using heroin, they'd work on developing better rehabilitation and anti-withdrawl drugs.

This is ridiculous. if you want to help these people, get them organized into unions and ensure a fair price and safe growing season. It really is that simple. Meanwhile, what pharmaceutical opium the developed world uses is grown in the developed world and US proxy fields Americastan. Shifting the pharma crops BACK to the developing countries is the answer.
