Farmer loan waiver: An unkept promise?

Three months after the UPA government announced a loan waiver for debt-ridden farmers, the benefit is yet to trickle down to the farmers in Vidarbha. With the monsoon already here, they are not getting fresh loans from banks to sow seeds. Sahebrao Gawande, a farmer, is a worried man. The monsoon has arrived but Gawande can't sow a single seed on his two-acre plot.
