I made a dragonfly habitat northern IL., using a heavy gage plastic "Turtle Sandbox" that the children grew out of. I put about 25 lbs. of sand in it. I had an area in the backyard with very tall rye grass growing,so I placed it by that. I went and got some cattails and planted them in the sand. I had a huge group of dragonflies make their home there. I'd keep an eye on the water, making sure it didn't dry out.
These dragonflies keep 4 surrounding yards free of mosquitoes all summer long.
My son was mowing the yard one afternoon, and the grass clippings were going into their habitat. He had a huge swarm of dragonflies following him around the yard !
