Silly. Just increase the price as supply is reduced and put all profits into a construction fund.
Instead of threatening a sudden cut off, a price structure would encourage conservation for all parties. The funds raised from those dynamic price changes would fund increased supply.
Very simple. The politics are likely painfully snarled but the logistics are simple.
